(New Plan) 2.3.18 states that; "Development needs to be supported with adequate: Grey infrastructure (e.g. transport, utilities and drainage)" and yet Wyke does not have the infrastructure needed to support a 25 acre Business Park,

 

(Atkins Report 2009) 3.20 states; "The Highways Agency has indicated that the A303 is at full capacity and unable to support further vehicular trips"

 

(Atkins Report 2009) 4.58 states; "It is necessary that the scale of growth can be accommodated by existing transport networks and their potential for improvement. The highways agency has identified that the A303has no additional capacity and that growth in Gillingham should not place additional trips onto this route, without achieving a corresponding reduction by demand management measures."

 

Stress (Atkins Report 2009) 6.16
"Within the Regional Network Report (RNR) it is reported for both 2016 and 2026 that the single carriageway sections of the A303 through the region will be "highly stressed". The Highways Agency defines stress, in the "simplest terms" as being the daily flow on a road divided by the daily capacity of that road. It is reported that the value of over 100% means that the road is busy during more than just the morning and evening peak hours".

" Highways Agency Report the A 303 between Wincanton and A357 suffer daily "stress levels" of 100% - 110%. This stress level is predicted to rise to 130% - 150% in 2026".

 

The biggest attraction for businesses would be the position of the proposed site in relation to the A303 but the council have stated in (DPD) 2.6.10
"The council will work with the Highways Agency and Dorset County Council to reduce as far as possible the potential for increased trips from development at Gillingham onto the A303."

 

 

Out of date Transport Statistics

 

(Atkins Report 2009) 6.1 states that; Transport section of the Atkins report compiled by Buro Happold states that "It used the 2001 census to analyse the population characteristics;"

(Atkins Report 2009) 6.8 states that; " While it is appreciated that the data is 8 years old there is no more recent complete data set that is as robust or includes the level of detail required for the traffic analysis"

"The transport assessment has tested the two preferred growth scenarios with different levels of self containment, based on the 2001 census."

The "2001 Census identified that the town had a population of 8,630, the population of the town has grown at the fastest rate of any urban area in Dorset." Now having a population of over 12,000

 

Needs another traffic study carried out on the Wyke Road as the last traffic study was completed in September 2007.

 

 

No A303 Improvements planned

 

(Atkins Report 2009) 6.20
" According to the Highways Agency there is no major infrastructure improvements planned for the A303. It is recognised as a regionally important corridor and therefore funding for schemes is secured through the Regional Funding Allocation (RFA). No schemes on the A303 in the latest RFA covering the period to 2019 have received funding."

 

(DPD) 2.8.47
"Gillingham is located in the regionally important Exeter to London transport corridor, which includes the A303 and a mainline railway. However there are capacity issues with both of these routes and no major improvements are planned for the foreseeable future."
